Past Librazhd the character shifts completely. At 33,927 hectares, Shebenik-Jabllanicë National Park spreads across the mountain range south and east of Librazhd, running to the North Macedonia border along a ridge that touches 2,200m at its highest points. There’s a visitor centre, a small natural history display, 18 glacial lakes including Dragani Lake, and then a vast amount of forest, mountain, and wildlife operating entirely on its own terms.

The wildlife list is what sets this park apart from anything else in eastern Albania. Brown bears and grey wolves range through the interior beech forests. The Eurasian lynx, one of the rarest large carnivores remaining in the Balkans, has documented presence here. Golden eagles and short-toed snake eagles work the ridgelines. The rivers and lakes hold endemic fish species found only in the Ohrid-Drin watershed. The Rrajca Nature Reserve within the park is one of the last primeval beech forests in Albania, on UNESCO’s World Heritage tentative list.

The Roman pass above Librazhd, and what’s on the other side

The Shkumbin valley that the A3 follows to Librazhd is no coincidence. The Via Egnatia, built in 146 BC by Roman proconsul Gnaeus Egnatius to connect the Adriatic to Constantinople, ran through this exact valley. Every Roman legion sent east for 500 years marched the Shkumbin gorge, climbed to Qafë e Thanës, and descended into what is now North Macedonia.
